This problem is prevalent in a whole series of applications, Team Fortress, Grand Prix 4, etc. In fact, this problem still exists with 1.2rc6

I have no idea. This bug is obviously very prevalent. Personally, I haven't filed a bug.
The only bug I can find that fits the description given here is one that was closed as invalid because the problem is caused by a missing or outdated openal: http://bugs.winehq.org/show_bug.cgi?id=20177

This problem isn't due to an outdated OpenAL package as I built my own package from latest source a couple of weeks ago. This problem has been present since the audio for WINE was reworked a couple of months ago, i.e. some of the drivers were removed.

So why haven't you filed a bug?
Ahem, so you really mean: Why haven't x people filed a bug? I wonder if I have to register another time just to file a bug? (3 times total).... However, thanks for at least informing us that a bug apparently hasn't been filed yet. Within the next couple of days, I'll file (register if necessary) a report on this bug as it pertains to Grand Prix 4 if no one else files a report with Team Fortress or Counter Strike in the meantime.

What I really mean is that someone ought to file a bug, because I can't find one that fits your description of the problem for any of the three apps you've mentioned. Be sure to mention in the report what version of OpenAL you have and that you're not using PulseAudio. And since you say this started a couple of months ago, you should run a regression test.
Before you do all that, though, one question: does setting OpenAL to native make any difference?

In Counter Strike? If so, I don't play the game so someone else will have to answer. I'm simply noting the similarities among NUMEROUS people playing NUMEROUS applications where the audio suddenly stops followed shortly thereafter by the application crashing to the desktop. Processor load seems to play a role in this bug.

We'll just have to wait until the WINE developers locate and fix this problem. I'm pretty sure the problem is related to reworking the audio earlier this year, i.e. when some audio drivers were stripped from WINE. The audio in WINE hasn't worked properly since that time.
