The point of a virtual desktop is to take away control from the window
manager. Making it a workspace would defeat that purpose (or require
much tighter integration with the wm, which would be hard to make work
across wm's).

ok, I see your point, I was thinking more of the same windows as we have a the moment just it would be full screen, except it would not cover the panels.

That's what it is without virtual desktop mode. Wine's desktop (and it have to have one) is always present.
