Multi-Core Affinity

1.5Ghz CPU or later (Pent. 4 equivalent or greater)
For multi-core CPUs, you may need to adjust the Affinity to run the game on one CPU.
What does this mean? I found it here http://eso-forum.perfectworld.com/showthread.php?t=2621

Im having trouble playing this game its like I'm watching a .gif
My Settings are all low for high performance but still its like a .gif picture
