In Windows having wineconsole executable file

Hope everyone is in good shape, so could be patient enough to read or help this rather repulsive, at least confusing, post.

How can i have Windows'

executable ie. Windows' Msys2/Mingw64

executable binary; as working and practicing here is on Windows that'd be mostly in Msys2/Mingw64 environment (use bash shell, mintty terminal), so sometimes need to execute .bat script but really disincline to work and get into Windows command prompt console
So help think best way to get it, seems to build wine, but how to do it efficiently just to acquire wineconsole binary ?
