Looks to me if you somehow screwed things up, possibly with winetricks?

Start winecfg, and set all native libraries to builtin; then check if the error is gone.

If even winecfg doesn't start: open ~/.wine/user.reg with editor and check under [Software\\Wine\\DllOverrides] ; I suspect msvcrt is set to native; if so: remove the entry

Yes, I may have screwed things up with winetricks. I was using winetricks from the repository and getting a lot of the old 'sha256 mismatch.' I downloaded a newer winetricks and now it seems to be working better.

Following your advice, I discovered (I really didn't know) that winecfg was indeed not working anymore. Again, must have been winetricks. I opened ~/.wine/user.reg with a text editor and couldn't find any mention of msvcrt (or anything at all for that matter) under [Software\\Wine\\DllOverrides]. So I just deleted ~/.wine and ran winecfg to rebuild it.

I just managed to install two libraries with winetricks successfully. Things seem to be getting better. Let's see.

IMHO always do

sudo winetricks --self-update

before launching any winetricks, it will save you a lot of time

you can also install topgrade

and along with apt updates, you can update wine, winetricks, and many other things

I don't trust that thing. I don't trust pip either.
I use an old distro and like it what way. Developers make too many assumptions about what people have and I'm sure that contraption would break my system sooner or later.
