Application requires .NET framework, saying its already installed

Hey all,

New to wine as of today. I have read through some forums and I'm hoping I didn't screw myself up. Before checking, beginners mistake, I tried installing .NET 4.8.1 and it froze up so I canceled it. Now when I try to install 4.8 it says I already have it installed. I have done a clean install on wine, deleted the .wine folder, cleaned up anything to .NET in the registry editor, and did a clean prefix. Im trying to install UPS world ship and it always prompts that I need 4.8. Any and all help or comments are appreciated!
