Using native DLLs

Can i use native dlls if I dont have windows installed ?
Is this legal ?

to my understanding you must own a windows license to use them

Correct. Native dlls are "part of an O/S" according to EULA and "require valid O/S license". Even most redistributables are that way.

I have a windows license but not in that machine..
