Web service network connection failed

Hi all , i am currently unable to run a client service application with the following prompt

web service network connection is not established. Please check the following
1) Make sure the internet connection is active
2) If you are behind firewall , grant permission to access

Running wine 1.7 on ubuntu gnome 15.04. A 32bit wineprefix was created with all
required dotnet framework successfully loaded.

Wine IE not working but fresh installed firefox works well. Is there any necessary setting
need to be make or dll files to be install ?
