Should AppDB entries be made for components/APIs?
There are entries for apps with components used by other applications (like QuickTime) but what about components that install entirely as DLLs without any post-installation executable? Specifically I'm concerned about Microsoft Text-to-Speech Engine v4.0 which is included with HyperStudio 4.5 but is used by many other applications. I didn't find anything in the FAQ or Wiki about this.

You can submit an entry for the Speech API. There are already entries for .NET and the Visual C++ runtimes.
