I cannot see where you do it, is it possible to submit a request for a new app, somewhere?

What do you mean by "a request for a new app"? If you mean a new entry in the AppDB, click the "Submit App" link on the left and fill out the form with the required information and a valid test report. You will have to create an AppDB account.
