1.7.2 ppa will not install on Ubuntu 13.04

If you followed the link in the post you would have seen it has been reported to the package maintainer. You guys are pointing fingers at each other.

You reported it to Ubuntu. I said report it to the PACKAGE MAINTAINER--either Scott Ritchie or Maarten Lankhorst.
