Xubuntu: winecfg dpi setting not affecting all items

I'm having a strange problem. When I set the dpi in winecfg to 220 for example, winecfg and dialogs in programs get bigger, but not for example notepad. I've checked the LogPixels value with regedit etc and it's set correctly. I also tested in a clean Kubuntu install and it worked correctly, when I set the dpi to 220, notepad's menus got bigger etc. I've tried reinstalling from scratch 1.4 and 1.5, always the same. Also tried copying fonts from my win install, no difference.
