Code freeze is a process to stabilise code.

New features become restricted. Regressions ie faults that did not exist in older versions of the application become the most critically focused on.

Adding new features can and new bugs to chase down. Code freeze is all about reducing numbers of bugs.

I think it's fan-bloody-tastic that the Wine team are working towards a release that concentrates on fixing bugs rather than accepting new code that may cause regressions.

Correllation is not causation. Bug fixes can be the source of regression as
well.
