wiki says install WIC by hand:

downloaded 64bit (32bit claims wrong platform), tried to install; giving this error:

I don't think it's the same issue. my installer doesn't hang

Read the whole bug report. You need to follow the instructions in comment 11 to get to the point where it hangs.
