Linux Mint 16, wine 1.4
When I look the wine programs installed, i see: Mail.ru as a program installed
If I try to uninstall it, Mail.ru refuses to be uninstalled and show me the uninstall window for any other program installed with wine
After removal all programs, Mail.ru still is there with no uninstall options
After removal wine from my Linux and my local .wine folder, I reinstall wine and appears Mail.ru again.
Self installed?
How to remove Mail.ru?

Removing the wine package should not be necessary.
What exact steps (commands) did you use to remove your wine prefix?

Appears where? If you mean there's still a menu item for it, that has to be removed separately from deleting the wineprefix. If you mean it is still actually installed in ~/.wine, are you sure you really deleted ~/.wine? (Uninstalling Wine does not delete ~/.wine.)appears Mail.ru again.

To delete wine, I used synaptic, deleting the following;

When I run for first time wine and install a windows executable file, creates a new entry in the Mint menu that has direct access to windows installed programs.

If that's all you did, then you never deleted the wineprefix, so that's why Mail.ru is still there. You need to delete it.

By "the image" do you mean the screenshot of your menu that you posted earlier? If yes, I already told you: deleting the wineprefix does not delete menu items. You have to do that manually. Just because there are menu items does not mean that the app is still installed.
Open your file manager and browse ~/.wine for Mail.ru? Is it still there, somewhere? If it is, then I can think of three possible explanations: a) you didn't really delete the wineprefix; b) after deleting the wineprefix and recreating it you installed something that also reinstalled Mail.ru; or c) you have malware on your system that is reinstalling it.
