SimCity 4 Graphical Issues

Hi,
I just installed SimCity 4 Deluxe and started playing, but realized that the entire screen is flickering when I am in hardware-render mode. When switching to Software mode, everything works quite fine, there are just some graphical glitches when I move the camera, thought the game is playable this way. But I realized the game works much more smother when in hardware mode, so how do I get it to work correctly in Hardware mode?

Yes, it's the flickering bug. Normally, if you can change resolutions in-game, that will fix it (change to another res and then back to the desired one). You have to restart SC4 when you change resolutions, so that won't work. You're stuck playing it in a window (where it's fine).
