What is CC list in bugs section?

It's for people who want to be emailed notices whenever the bug report is updated.

Yes. Any change to any of the fields will trigger an email to the people on the CC list. If you are the bug reporter, you don't have to CC yourself; you will automatically be emailed any updates.
