I want to make bugs_ja page for Wiki newly

I wrote Japanese translation page (Bugs_ja) of Bugs for Wine Wiki.
However, I do not have authority to make a new page.
What should I do to make a new page?

I use
http://wiki.winehq.org/HelpOnPageCreation
"By using the NewPage macro"
and
"By using the GoTo macro"

Error message:
Sorry, can not save page because "webpage" is not allowed in this wiki.

Edit error to http://wiki.winehq.org/Japanese page(Japanese Frontpage).

But, I do able edit to http://wiki.winehq.org/FAQ_ja page.
