AFAIK, Mint uses the Ubuntu packages.

Download the file and install it the same way you would any other package you've downloaded. If you don't know how to use your package manager to install a package that's been downloaded, ask on your distro's support forum. It's not a Wine question.

If you want to install the download deb file, you can either use command "sudo dpkg -i file.deb" or right click on the file in file manager and choose to install with gdebi package installer. It may, however, need to download and install some more packages (dependencies of wine package).

There is no "offline WINE for Mint" or for any other distro. There are packages that most people just install directly from the repository, but which can be downloaded and installed from a local drive if you want to do it that way. Assuming Mint uses the Ubuntu packages, download it from the Ubuntu PPA. http://ppa.launchpad.net/ubuntu-wine/ub ... w/wine1.5/

Note that wforum is correct: there may be dependencies that also need to be installed. If your plan is to download on one computer and then install it on another computer that is not connected to the internet at all, you will need to manually download and install all those dependencies, too.
