Can wine only be installed on a linux platform or is there a way to
download it and run it on windows xp?

would you want to install it on XP?

(Most) wine DLLs can be crossbuilt for use on windows, but that's
mostly to test their function, not meant as a windows replacement on
windows. The testcases can be crossbuilt as well. In short, however,
the answer you're looking for is no.
You could install Ubuntu Linux through Wubi... only problem is it'll take up
5GB disk space... that's a lot for one application. Also it'll mean
rebooting every time you want to access that application.
