restrict normal user from installing wine apps

hi,

Can I configure wine on Ubuntu12.4 so that only admin users can install programs using wine?
and normal users can only run whatever programs are run.

Basically I don't want the normal users to install other programs in wine.

Is there any way to do it? in ubuntu?
