Or open a bug report and attach the 'hacky' patch for a developer to
clean up to Wine patch standards.

Never done either of those before, either. I'll read the procedure and submit it. :)

Is it really a bug fix? It's just adding functionality that would, likely, have been added eventually...

Read the 'bug report submission' page. There is missing functionality
for your program. We know where it is missing (at least you do.) Put
in the report and attach the patch. At least that is what I've seen
done in the past.
