When is font fallback and/or non-Unicode support scheduled t

Font fallback, at least for simplified Chinese, doesn't work at all.
(Characters are displayed as boxes usually) Users have to modify the
fonts via winecfg. Support for non-Unicode programs is also imcomplete
(displayed as weird characters that most probably belong to some
European charset).

It would be great if the user is able to specify the character
encoding and/or font fallback for one program (at least through
command line).
