When I ran version 1.09 of the Command and Conquer 3 Tiberium War patch, the patch says "FATAL ERROR: The String manager failed to initialise properly."
Again, I am using Wine Development 10 Release Candidate 2 as was the last post with Age of Empires 3.
And again, I included the error log for that too.

OK this is embarrassing: I was messing with the compatibility mode of Wine by setting it to Windows 98 and forgot to switch back.
