because drag and drop doesn't work in wine virtual desktop mode

when I run a software with the command:

wine explorer /desktop=shell,800x600 file.exe

The drag and drop function does not work on the virtual desktop, I would like to know why?

I am using wine x86 on Android, through Winlator and this emulator runs Wine in virtual desktop mode.

I already verified that the problem is in wine and not in the emulator, doing a test on the onworks.net site, which allows the use of different Linux distributions
