Unable to install VC_redist or python3

Hello, i have recently created a new VM with wine, but i am unable to install latest VC_redist or any version of python3

i have already tried wine `7.0.1~jammy-1`(winehq-stable) `8.0.0.0~jammy-1`(winehq-stable) `8.1~jammy-1`(winehq-devel) from https://wiki.winehq.org/Ubuntu
also tried multiple times in a completely new prefix

everything was executed in a new VM (qemu) with Linux Mint 21.1

am i maybe missing something obvious?

PS: also when using python 2 and trying to install `pycrypto`, it fails finding visual c++ 9, even though vcrun2008 is installed

as a test, i tried wine on manjaro (also in a newly installed vm), but the same problem is there (in both wine 8.1 and wine-staging 8.1)
also tried `6.0.0` (or similar) from the ubuntu APT directly, without success, i even tried to completely re-install the VM again

also forgot to note, the install of `python-3.9.6-amd64.exe`(64bit) previously worked on way older version and i still have a install of it, but i cannot newly install it anywhere (the old install was made in a vm in either linux mint 18 or 19 and upgraded through to linux mint 21)

turns out wine has some problems with ihc, see viewtopic.php?p=139842#p139842 and https://bugs.winehq.org/show_bug.cgi?id=54592
