Questions about Wine on Linux

Hello. I need to run light windows programs like winrar hackchi2 and so on(to develop my on .ROM)
I tried to run Wine5.0 it's started to install .net framework4.8 and it never finished
.
Plus i had : E: Unable to locate package winehq-staging
So now i feel like to retry propely.
I desactivated Linux and activate it again.

Mono is ?
Any thx do you have a website where i could find list of windows apps equivalent that runs on chrome ?

I am lost the thing doesn't want to run that .exe anyway. I will keep trying again.... Gosh i feel like to go back to window$ again.

So Mono is a bit like Wine then right ?
Do you know tutoriel ressources for a serious biginner ?
I just want to be able to run Hakchi on my chromebook that's all. I still feel the pressure to go back on a windows computer but fortunately enough i can't afford it.

Wine itself also uses a modified version of Mono to run the .Net programs.
Besides, Wine can also run other Windows programs than .Net.
Do you know tutoriel ressources for a serious biginner ?
Unfortunately, I have no experience with Chromebooks. So I can't help you with that.
You can probably get Hakchi working in the following way:
- Turn on Linux on your Chromebook

- Download and extract

- Run Hakchi
