Is it true wine hq works best with this version of linux as opposed to yellow dog or fedora?

Nope. Wine is as distro-agnostic as possible.

(Yellow Dog is for PowerPC, isn't it? Then Intel x86 Windows software
won't run in it. Did any PowerPC Windows software ever actually come
out?)

its easier to install, with apt-get but again so its with yum.

So its about with what you feel more easy, either ubuntu or with other distro wine will work just fine. (dont get it confused with the architecture, ppc 32bit or 64bit is another discussion)
