Hello,
I'm looking to rent a dedicated server that runs on Linux rather than Windows server because of price considerations and I'm mainly looking to run a software called GTO+ and FlopzillaPRO. Two poker analyzes tools that require a lot of cores. Now, the softwares only run on Windows, and I have no experience with Wine or any other emulator for that matter, and so before I purchase a server, I need to know if it's capable of running on Wine. The software developer for these two programs said it won't have any issue running on an emulator, but I thought i'd ask here.

Both programs seem to work well with Wine 5.14. Exporting from one program to another also works.

Thanks. I'm completely clueless as far as emulators go.
Do I need to have a Windows license (I.E Windows server in that instance) to run Wine? cause that would beat the whole purpose.

Of course you don't need a windows license, that's the point behind Wine. Btw, Wine is not an emulator - it runs the program at normal speed.
