Unable to bring back a windows installer when ran with wine

I'm not sure if this is a wine or DE problem, so I made a video of it, hoping it would help to determine what's causing it. When I run any windows installer for a game, I have to manually minimize all other windows in order to make the installer show up. Directly clicking on it does nothing - the active window becomes inactive but the game installer won't show up. It has been like this in the past 4 years - ever since I started using Linux.

PROPHET - https://en.wikipedia.org/wiki/List_of_warez_groups
is a warez group and there is a directory 'PROPHET' in the installer folder in the screenrecorder session (linked on Google Drive).
