Development is the main branch of Wine, staging is the experimental branch. Use the staging package if you have an application or game that is affected by a bug marked STAGED in bugzilla, or if you just want to help out by testing experimental patches. Otherwise, use the development package.

Menu items are not created for Wine's builtin programs (winecfg, etc.), and if you are upgrading from a distro package that had added them, they will be removed. You can recreate them yourself using your menu editor.

how exactly Come to menu editor ?

Ask on your distro's forum. That's not a Wine question.
