Purge all the wine* packages and reinstall. There's probably something left over from a distro package. Don't worry: it won't affect your WINEPREFIXES.

You could try WINEDEBUG=+loaddll to see which DLL may be causing the issue, and try winetricks to work around it. However, there seems to be a Wine bug here that probably should be reported.

The only differences I can see in the build log to my setup is the kernel version. However, I discovered quite by chance that a WOW64 build --with-mingw --enable-archs=x86_64,i386 does not suffer from this issue.
