I'm on an x86-64 Arch Linux system.
Having installed 32-bit libraries and plugins (included gst bad and ugly) and having made a separate 32-bit Wine prefix, I'm able to boot the game and at least play the Codemasters logo and the intro video.

WINEARCH=win32 WINEPREFIX=/home/dude/.wine32 wine setup.exeOther games play fine and the wiki shows TOCA works flawlessly, without providing any particular procedure to make it run.
