Mozdeh fails on Debian 11 KDE Plasma

I am trying to get Mozdeh to work on Debian 11 with KDE Plasma. Mozdeh is a very useful tool for collecting and analysing tweets. It is very versatile but it looks fairly simple design-wise (eg hardly any graphics) and I assumed it would easily run under Wine. On first run it offers to create a data folder here: "Z:\home\user\Downloads\moz_data"
It does that and then immediately complains with

Fatal error in file Z:\home\user\Downloads\RSSMonitor.ini

This newly created RSSMonitor.ini contains only:

[Data Files Location]
Z:\home\user\Downloads\moz_data\

Any ideas?

The program starts up when I install dotnet45 with winetricks.
