I am having a rancid difficult getting Miro to work because of it.
When I run winecfg it has no title bar and I am awarded with the warning

Actually no title is a known problem with compiz. Don't use compiz. For me it lasted a whopping 15 minutes after I grew tired of all the "cool stuff". No title bar sounds bad.
I don't think Compiz interferes, but I don't use it anyway (too annoying).
What version of Wine?
What graphics card?

This most likely fixed in newer Wine and/or compiz versions. This is really old version. Wine releases new versions each two weeks. With each version fixing lots of problems, implementing lots of things. Not everything can be done from winecfg. Also in most cases you do not need to change any configuration at all.
