trying to run clip studio paint through wine, getting error concerning USER32.dll

hi! im trying to run clip studio paint 4.0.0 through wine, and while the installer runs normally and downloads everything, whenever i try to open the clip studio paint executable it loads for a bit before showing the following error -
the procedure entry point GetPointerPenInfo could not be located in the dynamic link library USER32.dll
after doing some searching i was able to understand that the aforementioned entry point is missing from user32.dll on versions of windows older than 8. however, i have the version set to 8.1 in my winecfg, so ive no idea what might be causing this issue. the file is not missing from system32 as far as i can tell, so the only thing i can come up with is that, for whatever reason, the executable is failing to locate the dll. if anyone would know how to fix this issue, id be very grateful <3
