HOTAS issue with wine 8.1

Howdy,
I recently went from Mint 19.2 Xfce with wine 4.xx, to Mint 21.1 Xfce with wine 8.1. Now my joystick and throttle that I use for IL-2 1946 won't play correctly.

I always had the issue that after a computer reboot the joystick and throttle would sometimes switch device numbers and be backwards on the mapping. I was always able to unplug the throttle, reboot the game with just the joystick, play for a moment, exit the game, plug the throttle back into a usb slot, reboot the game, and everything would be back to normal. Since I "upgraded" the OS and Wine version, I can't get them to un-switch whenever they are both plugged in. The joystick works as it should without the throttle, but as soon as I plug the throttle in, they switch again.

Is there a way to permanently set the device number for the two devices so that they don't switch whenever the throttle is plugged in?

The stick is a VKB Gladiator NXT. The throttle is a Thrustmaster TWCS with Thrustmaster TFRP rudder pedals.

Both devices show up when I run "lsusb" in the terminal.

Any help would be greatly appreciated.
