What WINE version in Synaptic Package Manager do I need to install so I can have wine's version of Notepad install along with WINE. I have tried Notepad++ and I do not like it.
I have had this issue with the last few reinstalls of Mint. So I just end up installing anything that says wine in the description and eventually it pops up in the mint start menu. But that leaves a lot of unnecessary versions and programs installed. Linux and Wine together as my principle desktop and laptop and have not had this issue other than the Mint 20 and 21.
I am currently installing Mint 21 Cinnamon and want to have a clean install.

Notepad comes with Wine by default. Maybe the package manager of your Wine version doesn't provide Notepad, but I haven't seen that yet.
If you're using the Ubuntu/ Debian Wine packages, Notepad is in libwine
For the WineHQ Wine packages, this is wine-stable-amd64/-i386
If you also want to have menu items, install the wine-desktop-files package.
Maybe you have to start Notepad manually before a menu item is created.
