Failure to wineboot every time

Hi. For some time now I've had some kind of progressive corruption of my wine prefixes, predominantly with a failure to create the relevant directories when a new prefix is being created. I've tried uninstalling and reinstalling wine multiple times (Ubuntu LTS wine-5.0 (Ubuntu 5.0-3ubuntu1)) and using the winehq staging 6.15 version as well. Presumably there's some kind of permission problem but I'm baffled as to what it is.

Creating a new template with wine, winecfg, wineboot etc. results in the following error every time:

Furthermore, winetricks seems to be having even more trouble with my install than ever before after multiple installs/uninstalls in what appears to be a related error on ANY new prefix, and now even on my existing working prefix. This only recently started.

wine cmd.exe /c echo '%AppData%' returned unexpanded string 'C:\Program Files (x86)' ... this can be caused by a corrupt wineprefix (`wineboot -u` may help), by an old wine, or by not owning /home/con/.wine

If I use wine-staging (v6.15) by prefixing it with WINE=/opt/wine-staging/bin/wine , winetricks will start fine, but both fail to create a working wineprefix, as no users are ever installed in the users/ directory.

This directory structure problem is VERY long standing for me and I thought normal for wine, but increasing corruptness seems to have set in and now it's almost unusable. I also don't see anyone else suffering from it when googling.
