There is something very frustrating about this case :

The text typed is totally removed, the user has the to retype everything, days later after his submit, if he's not discouraged yet.
I think that it would be a lot better to provide the text attached to the email, or any other way to restore the content...

What was the reason given for the deletion? Most deletions occur when a new application or version submitted is a duplicate of an existing one. In those cases the test data is moved to the existing entry, not deleted. What is deleted is the application and/or version info, and there is no reason to retain it.
FYI, if a submission is rejected, you will find the data in your rejected queue. It can be edited and resubmitted.
