how to make make shortcuts that really works

I'm on 1.7.44 and if i take an exe file and drag it, or copy it it will work as long as i don't reboot, is there another way to make shortcuts of this files that i can use permanently

Winemenubuilder should add menu entries for any apps that you install in Wine, provided they are apps that add menu entries when installed in Windows. If you need to create something manually, just use whatever menu editor your desktop environment provides.
