Virtual Desktop Won't Work

I'm currently trying to run an application with wine, but it keeps on opening in full-screen, and not in a emulated desktop. I have tried using winecfg and ticking the box next to emulate a virtual desktop, and have tried opening the .exe file using wine explorer /desktop=800x600 program.exe. Are there any other options?
