Most of the VST plugins depending on iLok have stopped working in my system. I suspect that this due these messages:

I am using Ubuntu 18.04, and have tested with winehq staging versions 6.4, 6.14 and 6.17, same results. I've had those plugins working earlier, so something has changed.
I got hint that this might be related to gnutls packages.

I have exactly the same message and the same problem with my software: AES256 encryption does not work properly with wine. Data encrypted with wine cannot be decrypted. Isn't there an approach to a solution?

To be a little more precise:

I use the method CryptEncrypt and CryptDecrypt from advapi32.dll for AES256-CBC encryption.

As an example: I encrypt the string "test" with the password "12345678901234567890123456789012".

Using wine, this results for example in the encrypted string "U2FsdGVkX1/0dklCwPsa2lfE++v7GVxj07SZ1pnBwLU=". When I decrypt this string in wine, the correct "test" comes out again.

However, if I decrypt the same wine-encoded string with the same software under Windows, I get the error "Bad Data / &H80090005" from CryptDecrypt. The decryption of the wine-encoded string under PHP also produces no useful result (an empty string). Whereas the string encrypted under Windows, and decrypted using PHP, returns the correct "test". So there are only problems when running the encryption under wine.

When I try to decrypt a string encrypted under Windows by using wine, I get the same error. The encryption methods under Windows and wine are definitely not compatible! Only to itself.
