TimeZone data

BlueIris is running in a docker container via WINE.

However, BlueIris is not displaying the local time, even though the container is reflecting the correct TZ data.

i.e. docker container set to GMT+2, displaying local time correctly, yet BlueIris display the time as UTC+0

Wine was updated from 4.2 to 5.11, yet still the same issue.
