Preventing stray processes?

I'm having issues with UTAU yet again. More specifically, with presamp. I'm trying to use it in a Japanese locale environment "bubble" with the command export LC_ALL=ja_JP.UTF-8 but both presamp and predit (the configuration plugin included with presamp) crash as if they were started in an incorrect environment.
I found out that these processes, although launched from the UTAU frontend, stray from the process and thus, inherit global locale settings. How do I get these programs to start within the "bubble" when I call them from the frontend? I can't change my system locale to Japanese as my PDF readers would corrupt my PDFs and IceWM would not display text on elements otherwise. I had to switch back to KDE 5 because of the issues produced by Japanese locale as a stopgap solution.
