when trying to install wine 5.0 which is the stable version the version installed in winehq-stable is 4.0.4.
Is this a server failure or is it not a failure?

Sounds like you are on Ubuntu 20.04. The stable branch typically has one maintenance release for the previous stable version a few weeks after a new version is released, and that was 4.0.4, released last week. Since Ubuntu 20.04 did not exist when 5.0 came out there are no 5.0 packages for it, and 4.0.4 is currently the only stable package in our focal repository. Whenever 5.0.1 comes out, packages for it will be added to our repository. The repository does contain packages for 5.7 for both the development and staging branches. But if you want to stick with the stable branch, the distro does have its own 5.0 packages. https://packages.ubuntu.com/focal/wine

I add to the repository "deb https://download.opensuse.org/repositor ... /Debian_10 ./" and when installing winehq-stable I skipped 4.0.4, before I installed 5.0

Only use the OBS repository for FAudio. You should install Wine from dl.winehq.org, following the instructions on https://wiki.winehq.org/Debian.
