I am on Arch Linux and use wine-staging, wine-mono, and wine_gecko.
I navigate to the Vortex folder under Program Files and run:

And then I get the following output:

I can't reproduce this issue with:
Wine-staging 4.11
Vortex 0.18.9

I don't have a login, so I can't do any further tests.

What default locale are using globally?
Does the application work - if you force an en_US locale?
