°Welcome to the issues°
Problem: Also you know that the wine is a layers of emulation of the Windows environment and not a CPU simulation and here comes the big problem is my ability to run X86 applications on the ARM64 wine because it does not support the CPU simulation as I mentioned earlier.
Required: The X86 wine emulation is required on Qemu for Aarch64 processors without having to emulate the complete Linux environment just for wine emulation and its running requirements. how do I do this?
My experience: is very few in the Linux system and especially in the Qemu emulation that is likely to be the tool used in wine emulation.
WARNING: If you find some language mistakes, you do not care about them because my English is weak.

There is an ongoing effort to support wine on ARM, but it is far from complete. You could try to contact Andre Hentschel.

Do you know when will they're finished working on Wine support on ARM?
And, Can I run Wine on Qemu without simulating a complete system environment?

You can't run wine without an underlying linux or similar system, but I'm not an expert. Please contact Andre. You can find his email address or IRC on https://wiki.winehq.org/AndreHentschel . I don't know, how hard it will be to actually reach him.
