In order to report a bug, you must be using the Development branch. However that doesn't make senese for the Staging branch.

Testers never test arcade or custom games and those are not working for me (they crash!)

Most bugs found in the staging branch are also present in the development branch, but you should test the development branch to be sure. If as expected the problem is also present in the development branch, just file a bug as normal. If a problem is present only in the staging branch, you still file the bug here, but select Wine-staging as the Product rather than Wine.
