if I starting "wine cmd" I can use any german umlauts (äöüßÄÖÜ) without any problems
but if I using any gui application, like notepad, explorer etc, any german umlauts did not work, keyboard is doing nothing
I only can use german umlauts, if I copy/paste this from a native linux application to the wine window.
What's broken with my wine installation? how can I fix this?

You mean you press the keys but no characters appear in notepad? That's odd, it works perfectly fine for me.
What wine version are you using? What desktop environment? Are you using wayland or x11?

Yes, key press nothing happens for üäöß-keys

Can you please retry with wine-3.x? Your wine version is already ancient.

Sorry, I took a wrong look.
I told the debian package version, now I use wine --version to get the right one: v3.0
